COMPLAINT
1
- Seeking
access to all known armed & dangerous lookouts ...
I am not provided with access to ALL known
armed and dangerous lookouts listed on CPIC and other law enforcement
databases used by Customs’ national and international law enforcement
partners while working the primary line.
Redress

That I be given immediate access to
information on ALL known armed and dangerous lookouts listed on CPIC and
other law enforcement databases used by Customs’ national and
international law enforcement partners while on the primary line.
Rationale -
I need access to this information, as a
minimum, in order to be able to withdraw and disengage from persons
considered armed and dangerous, in keeping with the Interim Policy on the
Handling of Armed and Dangerous Lookouts.

all information in criminal databases
... I am not provided with access to all known information
listed in CPIC and other law enforcement databases used
by Customs’ national and international law enforcement partners.
Redress

That I be given immediate access to
information on ALL known information cases listed on CPIC and other law
enforcement databases used by Customs’ national and international law
enforcement partners.
Rationale
-
I need access to this information in order to fully
support Canada’s efforts to intercept wanted criminals at the border.
COMPLAINT
3 -
Seeking sidearm.
...
CBSA does not equip me with a sidearm.
Redress
-
That Customs immediately provide me with a
sidearm.
Rationale -
To justify not equipping me with a sidearm, Customs management relies on a
falsified Job Hazard Analysis (the original version from the independent
analyst recommended a police presence at my work location but Customs
management had this document altered to suit its ends and the
recommendation was removed, as published in the National Post on April 11,
2005, and as CEUDA reported to the Standing Senate Committee on National
Security and Defence on April 7, 2005), on the fact that police response
times are good and police will help me in dangerous situations (but
response times are not always good as evidenced by the fact that Customs
regularly have to let persons who have failed the ASD but not been
administered the ABAI by police within 2 hours as required), and on the
fact that I can withdraw from dangerous situations (but CBSA does not give
me access to information on all armed and dangerous lookout cases, and in
many cases dangerous situations emerge where it is impossible to withdraw
and disengage, highlighting the fact that human behaviour is
unpredictable).
COMPLAINT 4 -
Seeking reporting system for
police responses
... CBSA does not have a national, centralized reporting
mechanism for Customs Officers in which Officers can log: a) why police
were called for backup or assistance or support, b) what police response
times were when called by Customs Officers, and c) what police verbatim
responses were to explain why no backup or assistance or support would be
forthcoming.
Redress

That Customs immediately institute such a national
centralized reporting mechanism.
Rationale
-
Without such a reporting system, Customs has no way of
monitoring police responses and response times, which are essential to
ensuring some Customs enforcement activities and to requesting corrections
when problems are detected.

Seeking access to all know
terrorist lookouts ... I am not provided with access to ALL
known terrorist lookouts listed with CSIS and similar international law
enforcement partners.

information on ALL known terrorist lookouts listed with CSIS and similar

I need access to this information in order to fully support
Canada’s efforts to intercept terrorists at the border.
