The 2009 World Police & Fire Games
APRIL 06-09 News...

The 2009 World Police & Fire Games is a spectacular international sporting event featuring more than 12,000 athletes competing in over 60 sports at approximately 40 venues across the Lower Mainland and Sea to Sky regions of British Columbia.  The Games are open to all full time or retired professional firefighters, law enforcement, customs and correctional officers from around the world.  Held every two years, these Games bring together the emergency services community for 10 days of sport, celebrating comradeship, community and competition.  British Columbia will host the 2009 World Police & Fire Games from July 31 to August 9, 2009.

Organizers are looking for over 2500 volunteers to help run the Games.  If you are not going to  compete please consider joining the team as a volunteer!  For information on volunteer opportunities or to join the Games family please go online to www.2009wpfg.ca

Customs and Immigration Union Joins National Coalition Against Contraband Tobacco
MARCH 17-09 News...

The National Coalition Against Contraband Tobacco (NCACT) welcomed another new member to its ranks today with the agreement of the Customs and Immigration Union to join the fight against the spread of illegal cigarettes in Canada.
 
"The Customs & Immigration Union represents all Canadian Customs and Immigration Officers and we are proud to join forces with the National Coalition Against Contraband Tobacco; contraband tobacco is a matter we should all be concerned with given its costly and upsetting impact on criminality, legitimate commerce, tax evasion, and children's health," said Ron Moran, National President, Customs and Immigration Union. 
 
Since launching last year, NCACT has become a prominent voice and a key part of the fight against contraband tobacco in Canada. 
 
In addition to work on growing the NCACT, the Coalition is also very active in talking about the dangers of contraband in communities throughout Ontario and Quebec.  Through a coordinated effort of meetings with government officials and public education, the NCACT is raising awareness of the dire problem of contraband tobacco in Canada and pushing for government to take decisive action to deal with this crisis.

NOVEMBER 13-08 News...

Today, November 13, 98% of CIU members in Quebec are now wearing jeans to protest against the slowness of the negotiations on the employer’s part for the renewal of the collective agreement. Following this initiative, Brother Fortin made more than a dozen media interventions in both French and English.

With rumours that an election might be called in autumn, along with the presentation of various electoral platforms, the Union representing Customs and Immigration Officers is asking the various political parties to take a firm stand on the issue of national security.

Union Wins a Victory for Free Speech
AUGUST 12-08 Communique...
The PSAC has won an important victory and has successfully defended the right of Union activists to speak out publicly and critically on Government policies and practices.

In his comprehensive decision, Public Service Labour Relations Board (PSLRB) Adjudicator Dan Butler reversed a 30 days suspension that the Canada Border Services Agency had tried to use to silence John King, at that time a CEUDA 1st Vice-President, after he wrote a letter to Tom Ridge, Secretary for Homeland Security in the United States, that was critical of CBSA’s use of force training of Border Service Officers, its use of students and a host of other issues.

In defending Union Officer free speech, the Union maintained that as long as an elected officer’s behaviour is not malicious, or that the statements made are not knowingly or recklessly false, the employer has no right to rely on the “duty of loyalty” and use its power to discipline in order to silence the Union. The Adjudicator accepted this position. In so doing, he referred extensively to established legal principles, and rejected the CBSA’s assertion that statements that might have a potential, but unproven, impact on the employer in a sensitive political or security context somehow removed the immunity that Union Officers enjoy when advocating on behalf of workers. The fact that the vast majority of the statements in the letter were based on information in the public domain was important in this case. The Adjudicator also rejected the CBSA’s position that, in writing to a representative of a foreign government in this case, the Union had crossed the line.

We stand proud of our Union Activists when they speak out. And Our Union will defend them against any employer that wants to silence them.

CBSA is being reckless and irresponsible in threatening potential job loss over the implementation of the Arming Initiative. Team Presents Thousands of Petition Signatures to CBSA at Bargaining Table FB

Workers at CBSA Send Clear Message to Management
MARCH 06-08  Communiqué ...

This past week (Feb 25 - 29), our bargaining team met with CBSA/Treasury Board in an effort to bring the parties closer to a new contract. During the session, our team presented management with petitions containing well over 5,000 signatures from CBSA employees in support of our core demands in this round of bargaining for our first FB contract: Job Security in the context of the arming initiative, wages that meet the standards set by enforcement workers in other jurisdictions, respect for both our years of service and our work as union members, protection of Alternative Working Arrangements and safe working conditions for members with enforcement responsibilities. Our team explained to management that our members are determined to achieve a fair contract that addresses these concerns. The employer's team committed to deliver the petitions to senior CBSA administration this week.

Progress Made at Table, Study Underway

The parties made progress at the bargaining table this past week, with management making considerable movement in such areas as the provision of Sick Leave, Overtime and Call Back. While our core issues remain unresolved, a number of concerns raised by our team were addressed by management. Also early last month, our independent Compensation Study got underway. The study is scheduled to wrap up late this month, and our team plans to table wage and allowances demands in April.

In a letter sent on November 22, 2007 to Alain Jolicoeur, President of the Canada Border Services Agency, the CEUDA and PSAC Presidents denouce the firing of CEUDA activist John King and call unpon the President of CBSA to immediately re-instate him.

"The PSAC and CEUDA hold firmly to the position that employees acting as union officials have a very broad ability to speak freely, and to disseminate information to and within the membership without fear of reprisal."(Quote from the letter)

After literally decades of requesting and fighting for a separate bargaining unit for its members, CEUDA finally reaches this goal.
MAR 21/2007 - While the FB Classification Standard seems to have addressed some of the organization’s long standing classification issues for some groups of workers represented by CEUDA, most members remain understandably unimpressed by this new classification tool. Management’s obvious self-serving motivation and goal when developing the FB Classification Standard became obvious to all, which was to set the clocks back to the CCRA MG era for their management team. However, we can’t allow this to demoralize us since obtaining a separate bargaining unit is for its part a huge achievement, which is certain to be the source of dividends to members now and for generations to come given the focused collective bargaining attention, and its effects on mobilization.

Communiqué: Frontière/Border (FB) Classification Standard Update - FB Grievances

MAR 5/2007 - On February 23, 2007, CEUDA and the PSAC published a Communiqué regarding the new FB generic work descriptions. We reiterated that it was the Employer that established the classification standard and assigned the levels. Despite the strenuous objections to the extensive weight given to the element People and Operational Management and the miniscule weight given to the elements of Physical Effort, Risk to Health, and Work Environment, the Employer proceeded with the standard.

Communiqué: Frontière/Border (FB) Classification Standard Update - FB Grievances

FEB 23/2007 - Earlier this week you will have received your new FB generic work description and classification level from the Employer. While it was the Employer that developed the classification standard and assigned the levels, CEUDA and the PSAC have been closely monitoring this process. If you have concerns about the classification level of your position, we encourage you to address them to the Employer. We understand that you have a lot of questions and concerns about this process and we hope that the following information on grievance procedures will assist you.

FEB/2007 - During a recent visit to Windsor by Minister Day, CEUDA members were very pleased to see that the Minister was proudly wearing the CEUDA jacket that had been donated to him by the Union last October.

 


 

CEUDA presents Secure Border Action Plan to Minister Day & Senate Committee on National Security and Defence

NOV/DEC-06  Our Plan ... CEUDA has forged a productive direct working relationship with both the Senate Committee on National Security and Defence and Minister Day to identify  the specific border security issues that require immediate action and to craft attainable remedies. Since February this year, CEUDA has met with Minister Day to ensure he received clear and unimpeachable information about the state of affairs at Canada’s borders and Ports of Entry. Along the way, both CEUDA and the Minister agreed it would be beneficial to hear from front-line Officers working at land border crossings with a view to developing solutions to identified, existing problems. Separate issue reports are now produced and contained herein, which we have collectively named the Secure Border Action Plan.

OCT 24-06  Reception  ... On October 24, 2006, CEUDA's National Board of Directors assembled in Ottawa for one of its bi-annual meetings.  A reception was held on the night of Committee day, which precedes the 3-day Board meeting, and ten Members of Parliament accepted CEUDA's invitation to attend, including Minister Stockwell Day.  CEUDA was please to have this official opportunity to thank both Conservative and NDP Members of Parliament for their support to arm and doubling-up of one-person shift.
