Who we are and what we do
 

History

The Customs Excise Union Douanes Accise (CEUDA) can trace its history back to 1906 when employees of the Department of National Revenue (Customs & Excise) decided to organize local Branches at the port level. These Branches affiliated themselves, on an individual basis, to the Civil Service Federation of Canada when it was established in 1909.

In 1919, representatives from each of the local Branches met in Ottawa to form the Customs and Excise Officers Association (CEOA). At that time, the daily concerns of the Association were handled by a National Secretary-Treasurer who worked, on a voluntary basis, from his home in Ottawa. 

By 1948, CEOA had grown to such an extent that the decision was made to establish a full-time National Secretary-Treasurer.

The Public Service Alliance of Canada (PSAC) was formed in November 1966 as a result of the merger between the Civil Service Federation and the Civil Service Association. CEOA, with 6,900 members, changed its name to the Customs Excise Union and became one of the seventeen (17) PSAC Components.

In 1970, the position of National President was made full-time and a resolution adopted at the 1972 National Convention required the National President to work out of the National Office in Ottawa.

Membership 
 

CEUDA represents approximately 10,000 members dispersed throughout our vast country.

Structure

Convention
Every three (3) years, CEUDA holds a National Convention. Each District Branch is entitled to send one (1) delegate for every hundred (100) members or greater portion thereof. At the Convention, delegates elect our National Executive, which consists of the National President, four (4) National Vice-Presidents as well as the CEUDA EO Representative. 

Delegates also approve adjustments to CEUDA’s structure and operations by adopting resolutions including new By-Laws, amendments to existing By-laws, and new or amended policies. The National Convention is, in fact, the supreme governing body of CEUDA. 

National Board of Directors
Every six (6) months, between Conventions, District Branch Presidents and the CEUDA EO Representative meet with the National Executive as the CEUDA National Board of Directors. The Board is responsible for managing the affairs of CEUDA between Conventions. 

National Executive
At least every three (3) months the National President and National Vice-Presidents hold a National Executive meeting to review and address ongoing issues. 

CEUDA is proud that its structure is such that the Officers who govern the Union between Conventions are elected by the grass-root members. This, of course, plays a major role in terms of accountability.

National Executive
 

CEUDA’s National Executive is made up of the National President and four (4) National Vice-Presidents. While the National President administers the National Office and day to day operations of the Union, each National Vice-President is responsible for a number of national portfolios and a specific geographic area.

Branches (Locals) 

There are twenty-three (23) CEUDA District Branches across Canada. Every three (3) years, members from each Branch elect their own Branch Executive (President, Vice-Presidents, Secretary and Treasurer). Stewards are also elected at this time. Across the country, CEUDA relies on more than 750 Stewards to maintain contact with members.
Equal Opportunity Representative CEUDA is one of only a few PSAC Components to have an Equal Opportunity Representative with full voice at the national level.  Our EO Rep. sits on our National Board of Directors.
National Office Staff

The CEUDA National Office is situated in Ottawa, it is staffed by a team of dedicated and professional individuals who work on behalf of all CEUDA members.

Bilingual Service

CEUDA strongly supports the right of all members to communicate in the official language of their choice and all documentation is available both in French and English.

Communications and Political Coordination Officer
 
The Communications and Political Coordination Officer works with the National President and Executive Officers to develop and implement projects and strategies  to explain and promote decisions, policies, positions, and goals of CEUDA to its members, CBSA, CRA, media, politicians, outside organizations, and the general public. He is Editor of CEUDA’s quarterly Magazine, and Webmaster of the CEUDA website.
Technical Officers
 
Technical Officers provide Branches with advice and guidance on members’ rights, grievances, and appeals. A large portion of their work consists of developing and presenting the Union’s position and arguments to representatives of the employer at the final level of the grievance process. Technical Officers also effect research for and provide assistance to CEUDA Committees dealing with for example, Safety and Health, Human Resources, the Employee Assistance Program, Collective Bargaining, etc.
Finance and Administration Officer

The Finance and Administration Officer is responsible for all National Office operational and financial matters; this includes management of the National Office budget and responsibility for the office facilities and the computer network used by National Office staff.

Membership Clerk
 
The Membership Clerk identifies and corrects abnormalities on the membership list, sits on the PSAC Check-off Committee; and is able to address any member’s concerns related to his/her membership status, Union dues deductions or PSAC insurance.
Printing Services 

CEUDA has its own in-house print shop. The person responsible for the shop manages the printing of all CEUDA documentation including National Office and District Branch stationery, the CEUDA newsletter Rapport and a host of publications including for example: the Steward Grievance Handbook; the CEUDA By-Laws, Branch Rules and Board of Directors Regulations and any Parliamentary Brief presented on behalf of CEUDA members.

Administrative Staff 

Administrative staff is responsible for a number of key support activities such as coordinating meetings, monitoring and controlling grievances and appeals, tracking and controlling exclusions and designations, maintaining the steward mailing list, etc.

Through the PSAC Regional Offices, CEUDA Stewards and members can access even more Union services not the least of which is a wide range of training courses for members and their representatives.
